Research Presentation and Panel Discussion - Parliamentary Election System
On December 18, the presentation and panel discussion of Gnomon Wise's study "Electoral System of the Georgian Parliament: From Illiberal Democracy to Constitutional Democracy" was held.
The document analyzes the main instrument providing full power with a relative majority - the bonus of mandates.
According to the research, by abusing the constitutional arguments, the primary mechanisms for promoting the bonus of mandates in the 2024 elections are the combination of the 5% exclusion threshold and the banning of blocs.
Such a bonus of mandates does not serve the constitutional goals of avoiding the fragmentation of the parliamentary majority or ensuring stable governance.
