Due to the new Coronavirus pandemic, a state of emergency was in place for two months in the spring in Georgia. Following the end of the state of emergency, Parliament, in an amendment to the Public Health Act, gave the government discretionary (in fact, arbitrary) power. Consequently, the new legal regime has been created, which also has its economic price. Gnomon Wise Researcher Egnate Shamugia talked about this issue with Davit Zedelashvili, a Professor at the University of Georgia.
