The Direction of Reforming the General Education of Georgia
This document describes and analyzes the challenges and problems of the general education sector in Georgia, focuses on the changes needed to solve these problems, and outlines the main directions for reforming the general education system.

The paper extensively reviews the theoretical and empirical academic literature that examines schooling and the outcomes of education reforms in individual countries. The study of successful countries in general education and their policies in providing school education is particularly thorough, providing a comprehensive understanding of the factors contributing to their success. In this direction, special attention is focused on the European Union, where the level of school education is high. On the other hand, studying the European Union's policy is interesting, based on Georgia's goal to become a member of this political-economic union.
Based on the systematic study of the school education systems of many countries, their reformation at different times, and the academic literature, the document outlines the reform directions necessary to solve the problem facing Georgia's general education. In particular, these directions include the voucher financing model, ensuring free choice of schools, decentralizing school education, and expanding school autonomy.
The policy document highlights such reform directions, the expected result of which, under proper implementation, is a sharp improvement in the quality of school education.
