A Reform Direction for Strengthening the Institutional Independence of the Communications Commission of Georgia
The Communications Commission of Georgia's activities, growing power and challenges to independence have often been the subject of discussion. The Commission, which is not formally subordinate to any branch of government, has been repeatedly used as an instrument of pressure on media outlets critical of the government. Over the years, the power of the Communications Commission has been growing while the legal guarantees of its real independence have been weakening.
This policy paper reviews the main challenges related to the independence of the Communications Commission, its staffing and internal arrangements. It presents recommendations that should promote the impartiality of this body and limit its power to leave as little room as possible for the state to use the Commission as a tool of pressure on the media. While working on the recommendations, special attention was paid to studying the European practice and its adaptation to the Georgian reality.
